Fire Codes and Ordinances

In 2009, the International Code Council and the National Fire Protection Association added in building communication requirements to their book of fire codes. Most ordinances revolve around buildings of a certain square footage and height or have underground structures/parking. Here are several links to states and cities that have adopted the in building wireless fire codes.

There are several stakeholders in this equation, with different concerns and agendas. Since the building owner is financially responsible for the BDA, it is likely that he or she will choose the lowest cost option presented. However, it is important that all parties involved understand the ramifications of an improperly designed system. A bad BDA deployment has the ability to incapacitate an entire radio system with noise and interference, and the first responders won’t realize this until they need it the most.

Public Safety & Radio Network Owners (local Fire, Police, PSAP, or Communication Systems operators)

Concerns:
Effective communication in buildings (safety of first responders)
Improperly designed BDA’s can bring down a radio system with interference

Responsibilities:
Approval of all amplification/rebroadcast of public safety radio signals

Fire Marshal

Concerns:
Effective method of testing for coverage

Responsibilities:
Enforcement of fire code

Building Owners

Concerns:
Cost of system
Safety of building occupants

Responsibilities:
Financial
Legal
